Information and Communication Technology (ICT) is an integration of telecommunications (telephone lines and wireless signals), computers as well as necessary enterprise software, middleware, and storage, which enable users to access, store, transmit, manipulate, entry, collect and monitor data accurately. Moreover, developing countries and developed countries are using the ICT system to serve and ensure a better management. Lao PDR is also using ICT system into their administrative tasks and services, particularly financial sectors is using POS, TMIS-Easy Tax, SmarTaX, SmartVAT, ASYCUDA, TaxRIS, and National Single Window for manipulating information into their organization.

  • A POS system, or point of sale, is a combination of hardware and software built to centralize business operations. It manages the transactions for business, including daily, weekly and monthly sales.
  • A taxpayer is able to use Easy Tax system and TMIS at counter service in the 05 banks, for instance, Lao Development Bank, BCEL, Agricultural Promotion Bank, Lao-Viet Bank, and Vietin bank. Moreover, a taxpayer is also able to use Easy Tax system and TMIS via Mobile Banking, ATM, Internet Banking and SMS in 02 banks, for instance, Lao Development bank and BCEL. 
  • Smart Tax is a card, designed to pay taxes through the banking system in order to replace cash and cheque.
  • Smart VAT is designed to pay value-added tax via VISA, JCB card, Master Card, BCEL ATM-Union Pay card, Smart Tax card, and BCEL One application.

  • The ASYCUDA is directed at reforming the customs clearance process in accordance with Customs Law No. 04/NA, dated 20 December 2011. Once data has been submitted to the system, the customs authorities will inspect the data in the system directly.
  • Taxpayers can fill tax returns via the website http://taxservice.mof.gov.la. TaxRIS will be used at the Tax Department, Tax Offices and Tax Units.
  • National Single Window on Customs Procedures is electronic declaration system for documents that enable government sector and business sector related to import, export and goods in transit to exchange information, documents via national single window in order to operate request and approval procedures in accordance with relevant laws and regulations.
