On November 27, 2018, MOST together with Dileo Personal Co., Ltd held the official signing ceremony of the memorandum of understanding (MOU) on the establishment testing laboratory for inspection and standard certification of special electrical equipment. This MOU was signed by Mr. Viengthong Vongvilay, Director General of DoSM; Mr. Bounhome Phanouvong, Head of the National Standards Certification and Quality Inspection Center and Mr. Shen Hong Hai, president of Dileo Personal Co., Ltd.
In addition, this official signing ceremony of MOU was honorably witnessed by Lao Minister of Science and Technology Boviengkham Vongdara and Vice-minister of MOST, Head of PSO, departments, institutes and technician officers. This project is the initial stage of MOU to develop the feasibility study, once the feasibility study is reviewed and approved by concerned sectors, the investment agreement then will be signed.
The implementation for this project is based on economic analysis, actual practice, draft regulations, standards of the testing method, international standard certification, the safety of special electrical equipment, human resources development and testing laboratory handbook.
