Over the past three years, the value of exports under Trade Preferences from Lao PDR to China has become an increasingly important one of the top five export countries of Lao PDR, for instance, in 2015 ranked at 05, 2016 ranked at 04, and 2017 ranked at 05. The main export products under Trade Preferences are fertilizers (HS code 3104), natural rubber (HS code 4001), and refined copper (HS code 7403). The export value under Trade Preferences of Lao PDR to China reached US$ 53.11 million in 2015, US$ 79.82 million in 2016 and US$ 74.86 million in 2017.

As China is a huge potential market, according to statistics from worldstopexports.com indicates that in 2017, China imported US$1.841 trillion worth of goods from around the globe, 55.9% of China’s total imports by value in 2017 were purchased from other Asian countries. Chinese entrepreneurs are interested in jewelry and glass from Huay Xai, Bokeo province, Noni juice, Kai Noi rice, and wood products. Most of these products are exhibited in China every year, the Chinese people are very satisfied after using Lao products. The Lao National Chamber of Commerce and Industry is conducting a feasibility study how to access the market and find the target based on market demand and potential export of Lao PDR, particularly, agriculture products: coffee, tea, and Kai Noi rice; handicraft: Lao silk. In term of Trade Preferences, both Laos and China are the part party which is an opportunity for Lao entrepreneurs to export goods to China as Trade Preferences is a special and differential treatment mainly in terms of tariff reduction or exemption and foreign investment attraction.

There are 02 methods of issuance of Certificate of Origin such as manual and e-CO. Thus, Form E and Form SPT can be obtained at Department of Import and Export, Ministry of Industry and Commerce; and Lao National or Provincial Chamber of Commerce and Industry. Form APTA can be obtained at Department of Import and Export, Ministry of Industry and Commerce; and Provincial Industry and Commerce Offices.
