Notification

 

      To: -  Head of the Customs Regional Offices across the Country

             - Head of Border Check Points across the Country

             - Stakeholders on Black Charcoal from Plantation

 

Subject: Black Charcoal Management from Plantation

 

  • Pursuant to the Customs Law No. 04/NA, Dated 20/12/2011 and some revised articles No. 57/NA, dated 24/12/2014;
  • Pursuant to the Prime minister’s Order No. 02/PM, dated 01/02/2018 on the improvement Regulation and Cooperation Mechanism in doing business in Lao PDR.

 

In order to facilitate trade based on regulations and to reduce a process of bureaucracy documents in export of goods that issued by govermnetagencies in according to Laws, Department of Customs gives a responsibility to the customs regional offices I-VII supervise the international borders across the country in strictly controlling, inspecting of goods in according to permit documents of relevant agencies.

 

Department of Customs issues a notification as follows:

 

  1. Assign an international border checkpoints across the country implement the Prime Minister Office’s notification No. 2035/PMO.TFS, dated 21/12/2017 on exportation on wooden product in number 2 items (list) plantation products (eucalyptus wood, acacia wood and rubber wood) enable to export for all sizes and Decision of Ministry of Industry and Commerce No. 0002/MOIC.DOIH, dated 03/01/2018 on endorsement the items (list) of wooden products (revised list) appendix 02. If wooden charcoals are sourced from plantation and passed processing according to sample, specification as set out, are allowed to export.
  2. For imposing a royalty fee shall strictly follow article 59 of the Customs Law No. 04/NA, dated 20/12/2011.
  3. For enterprises aim to export these black products shall request to the customs regional office and border check point at export conducting in order to consider for permission, proceed a detail customs declaration procedure together with goods physical inspection and relevant documentations completed at the check point.  This decision is use as reference in the implementation until having change.
  4. Assign a customs regional offices across the country play a main role to supervise border check points in strengthen implementation this decision together with compile and summarize to report of the exportation of (black) wooden charcoal from plantation to the department of customs in monthly.
  5. Any difficulty faced during implementation shall report to the department of customs in or der to give direction of resolution in duly time.

 

Thus, this must be informed and implemented strictly.
