Decision
On the approval of the Lao National Single Window
- Pursuant to the Prime Minister's Decree on the Organization and Operation of the Ministry of Finance, No.144/PM, dated 08 May 2017.
- Pursuant to the Decision of the Ministry of Finance on the organization and operation of one-stop customs declaration, No. 2019/MOF, dated 2 June 2015.
- According to the concession agreement to establish a one-stop tax declaration system between the Ministry of Finance and Bureau Worldritus, date 28 January 2013.
- According to the report of the Department of Customs, No.07522/DC, dated 04 December 2018, No.08020/DC, dated 14 December 2018, and No.00070/DC, dated 07 January 2019.
The Minister of Finance has a decision:
Article 1. The Lao National Single Window (LNSW) system aims to manage the import and export of various types of goods. Initially to apply the system in managing the import of vehicles at the Friendship Bridge 1 international customs checkpoint as a pilot. Once the implementation is successful, the system should be extended to international customs checkpoints across the country.
Article 2. Relevant government agencies must provide instructions on licensing, certification, and tax declaration procedures related to their responsibilities simply and consistently by laws and regulations.
Article 3. All fees of customs duties, taxes, services, and other obligations of import and export of commodities that need to pay to the State Budget through the LNSW. This system is linked to an electronic tax declaration system (ASYCUDA) and a smart payment system (SmartTax).
Article 4. The joint venture company to develop LNSW that will charge a service fee of LAK 120,000 (one hundred and twenty thousand) kip per one import-export notification as stipulated in the concession agreement for this project, which does not include taxes, duties, fees, and related services.
Article 5. This Decision shall enter into force 15 days after the signing and publication of the Official Gazette.
