Notification
To: Ministries, Governmental agencies, enterprises, individuals, legal persons and import-exporting trading companies
Subject: The implementation of electronic Customs clearance (ASYCUDA) at the Pilot Site at Lao-Thai Friendship Bridge I, Customs Regional Office V.
- Pursuant to the Prime Minister’s Decree No. 80/PM, dated 28 February 2007 on the organizational structure and work performance of MOF.
- Pursuant to the Customs Law No. 05/NA, dated 20 May 2005.
- Pursuant to the Finance Minister’s Agreement No. 2181/MOF, dated 24 September 2008 on the nomination of a project steering committee for Customs modernization and reform.
- Pursuant to the Customs’ report No. 1830/CD, dated 8 June 2011.
In order to ensure the development of electronic Customs clearance (ASYCUDA) during phase II at the pilot site to be carried smoothly and effectively.
The Minister of Finance issues this notification:
- Agrees for the Customs Department to carry out the implementation of electronic Customs clearance (ASYCUDA) at the pilot site at Lao-Thai Friendship Bridge I, Regional Customs Office V from 1 July 2011.
- Electronic Customs clearance (ASYCUDA) would provide assistance and service at the data center where provided by the Custom Department.
- Customs brokers or any Customs declarant can declare the goods through electronic processing by inputting data and information on the imported goods into the system prior to submission of the printed ACDD and supporting documents for Face Vetting (Customs officers at Checkpoint) and this would minimize the time for clearance.
- Assign the Customs Department to issue guidance on the implementation of ASYCUDA and disseminate to Customs officers, related governmental officers and all trading businesses.
- This notification shall be effective from 1 July 2011
