Subject: Guidelines on the exemption of quality inspections of all types of construction materials imported for the Lao-China railway construction project.

 

  • According to the Resolution of the Standing Committee of the National Assembly, No. 082/SCNA, dated 1 December 2015.
  • According to the Concession Agreement of the Lao-China Railway Construction Project from Boten to Vientiane Capital and between the Government of Lao PDR and the Lao-China Railway Construction Company Limited, dated 20 December 2016.
  • According to the report of the Ministry of Public Works and Transport and the Ministry of Science and Technology in the meeting of the Prime Minister - Deputy Prime Minister on 11-12 December 2018.
  • According to the direction and agreement of the Prime Minister-Deputy Prime Minister meeting on 11-12 December 2018.

 

The Prime Minister’s Office is pleased to inform you that: regarding the government’s decision has assigned the Ministry of Science and Technology to inspect the quality of construction materials by Notification No.2006/PMO, dated 15 December 2017, and No. 2022/PM, dated 26 November 2018. The relevant authorities reported to the Prime Minister-Deputy Prime Minister's Meeting that the conduct of quality inspection of construction materials at the border checkpoints of the Ministry of Science and Technology had affected and created difficulties for the business sector. Therefore, Prime Minister-Deputy Prime Minister's Meeting has the new decision as detailed below:

1.  Agree to waive the quality inspection of all types of construction materials specified in the Lao-China Railway Concession Agreement, dated 20 December 2016, which will provide for the Lao-China Railway construction project. This will facilitate the import of all types of construction materials that are needed use in the construction of the Lao-China Railway.

2.  Agree that the Ministry of Science and Technology should continue to carry out quality inspections of construction materials imported at the destination (agency and wholesalers) without any extra charge to collect fees and service fees for quality inspections. Therefore, the Ministry of Science and Technology has to prepare a budget plan for quality inspections by the government budget.
