According to the 2018 statistics (Cement Manufacturers Group), Laos has 13 cement factories from 2013-2015, there were 9 active and distributed factories, including Luang Prabang Cement Factory, Vangvieng Cement Factory No 1,2 and 3, Viengchanh Milling Factory, BMC Viengchanh Milling Factory, Thakhek Cement Factories, Savannakhet Cement Factory, and Saravan Cement Factory. In 2016, there were three new cement factories: Sayyabouly Cement Factory, Xiengkhoang Cement Factory and Khounkham District Cement Factory of Khammouan province. In 2017, there was one more cement factory, Khammouan Cement Factory (Thai Elephant Brand) SCG Company.  The total production of the 13 Cement Factories is 8.3 million tons/year. Additionally, the government has been approved four more plants in four provinces (Oudomxay, LuangPrabang, Khammouane, and Savannakhet), which are under construction and expected to be operated in 2018 with the capacity to produce more 3.7 tons/year. The expectation of all factories which can produce cement approximately 12 million tons/year.

 

Since 2013, the Cement Manufacturers Group has been collected statistic productivities and distributions from factories as details below:

 

The statistic has shown that the total productivity was increased year by year. The number was 1,560,103 tons (2013), 1,871,128 tons (2014), 2,087,073 tons (2015), 1,832,950 tons (2016), and 3,394,680 tons (2017). In fact the 13 factories are expected to be able to produce cement 8.3 million tons per year, however, the actual production is 3.3 million tons and the remain 5 million tons was unsuccessful to implement as the plan. This shows that the productivity of the cement factories was ineffective and insufficient.

 

The import 2018 cost US $ 107.64 million, which is the highest import statistic that has been recorded. The cost can be predicted that the main reasons for importing cement were quality, quantity, and price. This seems to be more demand in 2019 such as the import in January was US$ 4.88 million, March was US$ 5.40 million and July was US$ 11.24 million.

 

Currently, the Lao government has canceled the issuance of a license to import. This means that importers can be notified at international checkpoints without a relevant authority. The cancellation aims to facilitate and reduce the import process, saving unnecessary time and cost.
