The purpose of importing Drones weighs more than 200 grams which to sell or personal usages have required permission from the Department of Civil Aviation, Ministry of Public Works and Transport. Firstly, the permission cannot be done unless there is a certification of Drones’ frequency from the Department of Frequencies, Ministry of Post, Telecommunications, Transportation and Communications.  Therefore, the Department of Frequencies has issued the Guideline No. 0759 / DOF, dated 02 July 2019 in order to establish rules and policies to manage the use and process certification frequency Drones weighs more than 200 grams or more and frequency radio communication 2400 MHz - 2500 MHz (maximum 100 mW-E.I.R.P); 5725 MHz - 5875 MHz (maximum x 100 mW-E.I.R.P). The Guideline aims to ensure stability, security, and contribution to society in order to develop the nation.

The frequencies approval forms of the Department of Frequencies are as the attachment in this Guideline, however, the Civil Aviation Permit forms must be supplemented by the Department.

Drones are divided into three types:

1. Drones weights less than 200 grams which will use as toys.

2. Drones weights between 200g to 2kg are used for photos, videos, entertainment, sports and more.

3. Drones weights more than 2 kilograms are used to report traffic conditions, film footage, television broadcasts and more.

Frequency Wave Certificate Request: individuals, legal entities or domestic and international organizations who intend to use Drones that must submit a request to the Post, Telecommunications and Communications Division in the relevant area to request for the frequency certificate. The following documents are required:

1. Proposal letter according to the frequency form (Appendix 3);

2. A copy of the ID card;

3. A copy of passport (for foreigners);

4. A copy of enterprise registration and business license (for company/state enterprise);

5. Drones technical specification document.

Drones’ information includes brand, serial number, weight, aircraft devices with Drones, frequency transmitter (mW) and frequency of radio-controlled equipment (MHz).

The fees and charges for frequency certification are based on the Presidential Decree of the Lao PDR on the Fees and Charges No. 003 / PO dated 26 December 2012 in Article 28, number 1 and Article 29, number 2.1. The fees for issuance of this frequency certificates are:

1. Fees for the inspection and validation of a set of Drones’ technical measures is LAK 50,000;

2. Technical fees for the inspection and certification of the telecommunication equipment standard by one installment is LAK 100,000.
