Guidelines

on the implementation of terms and conditions to export Citrus reticulata blanco, Citrus maxima, Citrus sinensis and Mangifera indica from Lao PDR to Vietnam

  • Pursuant to the Law on Plant Protection and Quarantine, No.03/NA, dated 25 November 2016.
  • Pursuant to the Decision on the Ministry of Agriculture and Forestry’s Minister for organization and operation of the Department of Agriculture No. 3825/DA, dated 18 August 2017.
  • Pursuant to the to the phytosanitary requirements from the Ministry of Agriculture and Rural Development, Department of Plant Protection, dated 22 November 2017.

   Currently, the trade between Laos and Vietnam is trying to implement as the World Trade             Organization’s methods, especially, plant sanitary measures in managing commercial          agriculture between countries. Therefore, Vietnam defined the measures on terms and             conditions of plant sanitary for export fruits such as Citrus maxima, Citrus reticulata blanco,      Citrus sinensis, Mangifera indica L., as same as Laos. Thus, in complying with the import     terms and conditions of Vietnam, the Department of Agriculture has issued guidelines on the        implementation of the following procedures:

1. Registration

  • Exporters of the fruit names as mention in the above must be registered exporters by the Department of Agriculture or under the supervision of the Department of Agriculture.
  • Pre-export, it must be inspected and certified by a technical officer from the agricultural sector as a supervisor.
  • In case of export problems, the Department of Plant Protection of Vietnam has the right to inspect and evaluate the inspection and certification system, all costs are the responsibility of the export company.

2. Inspection for export

  • In certifying phytosanitary, it must be issued by the Department of Agriculture or Provincial, Vientiane Capital Agriculture which has the right to issue phytosanitary certificates under the supervision of the Department of Agriculture and must be in English:

(The consignment of fresh pomelo fruits has been produced for export in accordance with the phytosanitary import requirements for importation of fresh pomelo fruits from Laos to Vietnam).

  • The import of the above products must be free from live pests, soil and plant parts, especially prohibited pests of Vietnam.

3. Pre-import inspection

  • When arriving in Vietnam, all packages must be inspected by the Department of Plant Protection of Vietnam. If pests are found, they must be treated in accordance with Vietnamese standards and principles.

 4. Re-inspection

  • The Department of Plant Protection of Vietnam can visit and re-evaluate the certification system of Lao PDR.

Therefore, the Department of Agriculture has issued this guideline as a basis for implementations.
