Subject: The use of the Lao National Single Window System to manage the import of

general goods and fuel at theLao-Thai Friendship Bridge I.

• Pursuant to the Agreement of the Ministry of Finance on Organization and Activities of Finance Cabinet, No.5050/MOF, dated 24 December 2019.
• Pursuant to the Instruction of the Ministry of Finance on the Use of LNSW platform No 4217/MOF, dated 28 December 2018.
• Pursuant to the Agreement of the Ministry of Finance on Validation of the Use of LNSW system No. 0240/MOF, dated 15 January 2019.
• Pursuant to the approval of the Board of the Ministry of Finance, dated 03 August 2020 on the submission of the report of the Customs Department No.03411/CD, dated 29 July 2020.

Head of the Permanent Secretariat Office has issued this notification:

1. To implement the Lao National Single Window (LNSW) system to manage the import of general goods and fuel; The system will be used for management at the Friendship Bridge I. After the implementation is completed, the system will be extended to international customs checkpoints throughout the country.
2. Entrepreneurs import general goods and fuel, are assigned to pay taxes, duties and other obligations fees, as well as and service fees of other relevant agencies in one single point via service units or electronic system of BCEL One, LDB Trust, LDB Corporate Banking, cash, money transfer and cheque based on the relevant regulations.
3. LNSW Co., Ltd is assigned to collect service fee for using such a system at the rate of 120.000 Kip (One hundred and twenty thousand Kip) for one transaction as mentioned on the concession agreement, which excludes customs and duties, tax, fees and other service fees of the relevant agencies.
4. The first phase of implementation is starting from 10 August 2020 onwards by identifying the target of 40 companies that have been registered and trained on the system (attached details the list of companies) to start the actual system in some period.
5. For entrepreneurs who have not yet registered to use the LNSW system, they must be hurry to have that done; their user accounts should be issued urgently before 14 September 2020. Then, from 14 September 2020 onwards, all of imports of all goods and fuel processed at Friendship Bridge I must be done by using LNSW platform.
6. Customs Department, Director of Custom Office V, Director of Friendship Bridge I International Customs Border Checkpoint, Director of Lao Logistic State Enterprise (LLSE), Banque Pour Le Commerce Exterieur Lao Public (BCEL), Lao Development bank (LDB), Import and Export Companies for all goods and fuel, and other relevant sectors should be informed and together implement LNSW platform to reach the plan defined.
7. In the practical implementation, if there are any difficulties, Customs Department should be informed further resolution to deal with the difficult situations on time, this notification is an effective from the date of signature onwards.
