In reducing un-necessary process and cost of agriculture products in order to promote local agriculture to become a commodity, and contribute to the national socio-economic development. Therefore, the Ministry of Industry and Commerce has issued an order to cancel the issuance of import licenses for tractors, No. 0807/MOIC.DIMEX, dated 02 September 2020, all Laos categories of HS Code section 8701.
This allows to import a set of manual tractors (the driver has to walk behind) for a purpose of agriculture products or production groups or cooperatives that is required only to pay tax and other obligations at local and traditional border checkpoints. The import of tractors which needs to drag semi-trailers on a road that are allowed to enter through international checkpoints only.
The import of non-commercial tractors to serve farmers' production can be imported as 1 tractor per family. The import to serve within the production group or cooperative that needs to seek the permission of the Agriculture and Forestry District and Capital in order to consider an appropriate number of import tractors to the actual production fields.
The purpose of commercial tractors and spare parts that need to have an enterprise registration and a business license in distributing tractors and spare parts. In addition, after-sales service is required and each import must be imported through an international checkpoint only.
The issuance of licenses for the import and distribution of tractors and spare parts is entrusted to the Division of Industry and Commerce of the provinces and the capital, in regarding to the customs regulations.
