On 19 October 2020 at the Laotel Vientiane Hotel, Vientiane Capital, the Department of Import and Export, on behalf of the Trade Facilitation Secretariat (TFS), Ministry of Industry and Commerce, organized a workshop in practicing the Time Release Study Survey. The Workshop aims to examine the Time Release Study (TRS) for permission to import, export and transit products release at Checkpoint Borders. The event was chaired by Mr. Souliyon Philavong, General Director of DIMEX, with invited participants from relevant departments and private sectors.
The purpose of this workshop is for guidelines on how to fill information into the survey of Time Release Study (TRS 2020) that has been related to issuing permission on import, export, and transit of goods, and inspection at Checkpoint Borders, which will be implemented the Survey this November. Furthermore, the participants will be trained in filling information into the survey which needs to be correct in order to have the most effective outcomes, especially the time spent for issuing licenses and inspection. As a result of that, the participants were tested on the actual forms and they did well on the exercises.
In fact the Time Release Study: TRS in 2020, in accordance with Lao PDR's obligations to ASEAN as well as the framework of the World Customs Organization (WCO), that is required to study the time of licensing procedures when import-export of relevant sectors and time for inspection at the borders. In addition, the TFS has been organized a workshop with line ministries who is responsible and selected the most relevant products for doing the study.
The results of research and assessment are crucial information in order to improve some barrios which have been occurred at the border checkpoints. The improvement will reduce unnecessary procedures, costs, time and duplicated tasks. Also, the study aims to increase transparency and trust on import and export for exporters and importers.
