On October 23, 2020, at the main conference hall, the Ministry of Industry and Commerce held a meeting to discuss and review the issues with private sectors and relevant line government departments at the provincial and central levels. Mrs. Khemmany Pholsena, Minister, the Ministry of Industry and Commerce (MOIC), Deputy Head of the Trade Facilitation Secretariat, with 60 invitees.

The Trade facilitation is crucial for micro and small and medium enterprises, especially businesses in border provinces that rely mainly on cross-border trade, whether it is direct or indirect export goods or import raw materials or commodities in order to supply into Lao Market.

In the previous meeting which held in the North with three provinces and was organized the meeting by the Province of Commerce is the Secretariat, Province of Commerce Divisions is the focal point of the government and the  MOIC is the central point for technical assistance and providing fund.

The purpose of this meeting is for discussing and finding solutions to the 07 key issues which were raised by the private sector and related to the three Northern provinces, as details as follows:

 

LuangNamtha Province

1. The problem of exporting rice from Lao PDR to China is a difficult and unclear process. The issue relates to trade, import and export promotion, agriculture, industry and commerce, and agriculture and forestry;

2. The issue of export costs and fees when exporting palm products are made higher expenses and difficult procedures. The issue relates to the agricultural, agricultural and forestry, taxes, State Property Management, finance and industry and commerce.

Udomxay Province

1. The issue of exporting maize from Lao PDR to China is a difficult and unclear process. The issue relates to trade, import and export promotion, agriculture and forestry, and industry and commerce.

Phongsaly Province

1. The issue of exporting agriculture products that are duplicated and high cost. The issue relates to trade, import and export promotion, agriculture, industry and trade, agriculture and forestry and finance;

2. The issue of allocating quotas for procurement of non-timber forest products which were delay and out of seasons. The issue relates to forestry, industry and commerce and agriculture and forestry;

3. The issue of technical standard examination and scales which are expensive and collecting every year. The issue relates to standards and measurement, science and technology and finance.

4. The issue of applying for import plan (Master List) which is duplicated and complicated
