The Ministry of Industry and Commerce has issued the Decision on Self Certification of Origin under the ASEAN Trade Preference, No. 1206/MOIC.DIMEX, dated 25 December 2020 in order to facilitate exporters when they do the self-verifying their origin of goods which were approved by the Department of Import and Export. Thus, the exporters is not required to have a verification again from the Authorities in each time export, in accordance with the laws and regulations of the Lao PDR and ASEAN.

There must be a certificate of rights for self-certification of origin in each export, thus, the exporters should attach the following documents below:

1. Information and code of the exporter who has the right to certify the origin of the goods

2. Name of the product, product code according to the list of tariff rate (HS Code) at the level of 06 digits, number and quantity of the product

3. Conditions of origin and country of origin

4. FOB price in case of using value added in the region

5. Trade Mark (if any)

6. In case of back-to-back certification, there must have the number and the date of the original document of origin and the code of the exporter who obtained the self-certification of origin of the first exporter country.

Individuals and legal entities, both domestic and foreign, who self-certify the origin of goods under the ASEAN Trade Agreement must submit the following documents:

          1. Application in the form prescribed by the Department of Import and Export (DIMEX)

          2. Exporter information according to the form specified by the DIMEX

          3. A copy of the Confirmation of Product Eligibility: CPE which is issued by the authorities of Certificate of Origin.
