Subject: Application of LNSW platform (Lao National Single Window) to management of import of all goods at Friendship Bridge I International Customs Border Checkpoint

 

  • Pursuant to the Agreement of the Ministry of Finance on Organization and Activities of Finance Cabinet, No.5050/MOF, dated 24 December 2019.
  • Pursuant to the Instruction of the Ministry of Finance on the Use of LNSW platform No 4217/MOF, dated 28 December 2018.
  • Pursuant to the Agreement of the Ministry of Finance on Validation of the Use of LNSW system No. 0240/MOF, dated 15 January 2019.
  • Pursuant to the Additional Instruction of Customs Department on the use of LNSW No 0415/CD, dated 23 May 2019.
  • Pursuant to the Proposal Letter of Customs Department, No. 00125/CD, dated 12 January 2020.

 

Head of the Finance Cabinet has issued this notification:

 

  1. Start implement Lao National Single Window (LNSW) platform to management of import of all goods at Friendship Bridge I (include all goods under exemption or suspension of customs duties and other obligation).
  2. Importers and Exporters for all goods are assigned to pay customs and duties and other obligation fees as well as fees and service fees of other relevant agencies in one single point via service units or electronic system of BCEL and LDB, which include BCEL i-Banking, BCEL One, LDB Corporate, cash, money transfer and cheque based on the relevant regulations
  3. LNSW Co., Ltd is assigned to collect service fee for using such a system at the rate of 120.000 Kip (One hundred and twenty thousand Kip) for one transaction as mentioned on the concession agreement, which excludes customs and duties, tax, fees and other service fees of the relevant agencies.
  4. Regards the traders who have not been registered to use the system, they must be hurry to have that done, their user accounts should be issued urgently, before 22 February 2021.  Then, all of imports of all goods (including the goods under exemption or suspension of customs and duties and other obligation fees) of all import companies processed at Friendship Bridge I  must be done by using LNSW platform from 23 February 2021 onwards.
  5. Customs Department, Director of Custom Office V, Director of Friendship Bridge I International Customs Border Checkpoint, Director of Lao Logistic State Enterprise (LLSE), Import and Export Companies for all goods, Banque Pour Le Commerce Exterieur Lao Public (BCEL), Lao Development bank (LDB) and other relevant sectors should be informed and together implement LNSW platform to reach the plan defined.
  6. In the practical implementation, if there are any difficulties, Customs Department should be informed further resolution to deal with the difficult situations on time.
  7. This notification is an effective from the date of signature onwards.
