Pursuant to the Decision on Temporary Import, Temporary Export and Import for Transit Export of Controlled Goods, No. 0230/MOIC.DIMEX, dated 25 March 2021 specifying that temporary import of controlled goods is the import of raw materials, semi-finished or finished goods as controlled products into Lao PDR for display, trial, research, analysis, repair, assemble, through processing, production, transfer or storage in warehouse for sometimes then export, not distributing in Lao PDR. Import for transit export of controlled goods is the import of controlled products into Lao PDR for stopping, transfer or storage in the warehouse as determined by the relevant departments and then export to a third country without distributing in Lao PDR.

Temporary importer, temporary exporter and importer for transit export of controlled goods must meet the following conditions:

1. Is an enterprise properly established in accordance with the Enterprise Law;

2. Have an investment license for activities that are in the list of the control activities;

3. Have a business license in line with the regulations of the relevant departments.

 

Document application

The documents required for applying a permit for temporary import, temporary export and import for transit export of controlled goods are as following:

1.         Application in the print form as determined by the Import and Export Management Authority;

2.         A copy of enterprise registration certificate;

3.         A copy of the business license or investment license for the activities under the controlled business list;

4.         A copy of the tax return certificate of the previous year, except for the newly established company;

5.         A copy of the invoice and packaging;

6.         A copy of repair order in case of import or export for repair;

7.         An invitation document to the exhibition or related documents in case of attending the trade fair.

Considerations for Issuing Licensing

Upon receipt the complete and correct documents as specified in Article 9 of this Decision, the Import and Export Management Authority shall consider issuing the license within three working days from the date received the documents.

In case of incomplete or incorrect documents, the applicant shall be notified immediately for revising. In case of unable to issue the permit, the reasons must be notified in writing to the applicant within two working days from the date received the complete and correct documents.
