Order

to suspend import pig and pork products that are infected African swine flu from the Kingdom of Thailand         

Dear: - Head of Offices, Departments and Institutions under the Ministry of Agriculture and Forestry;

- Mr. Head of Provincial Department of Agriculture and Forestry.

  • Pursuant to the Law on Animal Husbandry and Veterinary (Revised) No.08/NA, dated 11 November 2016;
  • Pursuant to the Prime Minister's Decree on the Organization and Operation of the Ministry of Agriculture and Forestry, No.603/PM, dated 15 October 2021;
  • According to PBS media reported about the African Swine Flu on 11 January 2022;
  • According to the research and report of the Department of Livestock and Fisheries No. 0078/DLF, dated 13 January 2022.

In early January 2022, outbreaks of African Swine Flu spread in some parts of Thailand, were reported on television, websites, and social media. This can lead to a risk of the disease spreading to Laos. Therefore, to prevent, control, and combat the spread of African Swine flu in Lao PDR as details as follows:

The Minister of Agriculture and Forestry issued an order:

  1. The Department of Livestock and Fisheries, in collaboration with the Provincial and Vientiane Division of Agriculture and Forestry, shall suspend the import and export licenses of all livestock and all kinds of livestock products, including primary processed livestock products from the Kingdom of Thailand and countries where there is an outbreak of African Swine Flu;
  2. Department of Livestock and Fisheries and Vientiane and Provincial Division of Agriculture and Forestry instruct Vet Officers at the International Checkpoints, International Airport, Dry port, traditional and local checkpoints proceed in strict accordance with laws and regulations;
  3. In the case of the Vet Officers at the checkpoints find a violator or offender who is still bringing live animals and primarily processed animal products from the Kingdom of Thailand or through the Kingdom of Thailand into the checkpoint, he/she must cooperate with the relevant parties to discipline and prosecute the animals and the department.
  4. For items seized from smuggling, importing or passing through, they shall be destroyed by incineration or burial according to technical principles, while violators shall make a record of warning, fine or prosecute in accordance with laws and regulations.
  5. The Department of Livestock and Fisheries and the Vientiane Capital and Provincial Division of Agriculture and Forestry shall coordinate with the relevant parties to issue technical advice to implement this order in detail and to increase the ownership of surveillance, prevention and control of African swine flu; In case of illness or death due to such disease, immediate technical measures should be taken;
  6. The offices, departments and institutions around the Ministry, the Provincial Department of Agriculture and Forestry and Vientiane Capital to implement this order effectively. Through the implementation, what are the advantages and disadvantages then report to the Ministry of Agriculture and Forestry to consider and find a solution immediately;
  7. This order is effective from the date of signing.
