Subject: Guidelines for exporting black charcoal.
- According to the Decree of Prime Minister Office’s Organization and Operations, No. 574/PM, dated 28 September 2021.
- According to the Decision on the 9th Ordinary Session of the Government legislature and working mechanism, No. 41/PM, dated 30 April 2021.
- According to the agreement and direction of the Prime Minister-Deputy Prime Minister meeting on 06 May 2022.
- According to the Prime Minister’s Decision on 23 May 2022.
The Prime Minister's Office would like to inform you of the result of the Prime Minister-Deputy Prime Minister meeting as follows:
- Remaining the strategy and policy of the government strictly do not allow the export of black charcoal.
- This is allowed to export only black charcoal that has been produced and is currently left over, by exporting through the international border only, before the deadline not to exceed 31 July 2022. While the operators must fulfill obligations to the state in the amount of LAK 1,200,000 per ton (including valid and invalid charcoal) and complete other fees before allowing the export. If any operators have not exported all of the black charcoal they shall stop exporting completely and the remaining amount of black charcoal shall be distributed for domestic use.
- The Ministry of Finance will direct the Customs Officers at each international checkpoint to monitor and manage the export of black charcoal in accordance with the law and related conditions, by ensuring that there are no illegal gaps. In the case of black charcoal being smuggled out of the country at any border crossing, the border officials and related operators are strictly responsible for the relevant laws and regulations.
- The Ministry of Agriculture and Forestry to coordinate with the Ministry of Industry and Commerce and related parties at the central and local levels to inspect and verify the amount of black charcoal that has been produced and the remaining of operators. This will provide information to relevant sectors to process export permits according to the law and be on time.
