Minutes
On the Discussion to management of import, transit, export, import for temporary export and import for transit of timber, timber products, logging vehicles and logging machines
- According to the minutes of the meeting between the Minister of Industry and Commerce and the Minister of Agriculture and Forestry to discuss on processing agriculture and forestry, dated 05 April 2022;
- According to the decision of the Minister of Agriculture and Forestry on the organization and operations of the Department of Forestry, No. 1505/MOAF, dated 22 April 2022;
- According to the decision of the Minister of Industry and Commerce on the organization and operation of the Department of Import and Export, No. 1163/MOIC, dated 01 July 2016.
On 07 July 2022 at 14:00, at the Department of Forestry’s Meeting Room, Ministry of Agriculture and Forestry, the meeting discussed managing permission to import, cross the border (transit), export, import and export temporarily, import for export of timbers and timber products, logging vehicles and logging machinery. The meeting was co-chaired by Mr. Susart Xayakoumman, Director General of the Department of Forestry, Ministry of Agriculture and Forestry and Mrs. Manivone Vongxay, Director General of the Department of Import and Export (DIMEX), Ministry of Industry and Commerce, and the participation of the Deputy Director General of DIMEX, representatives of the Forest Inspection Department, the Department of Industry and Handicrafts, Technical Officers of both Ministries as the name attachment. The meeting has the decision as follows:
- The permission to import, cross the border (transit), export, import and export temporarily, import for export of timbers and timber products, logging vehicles and logging machinery will responsible by the industry and commerce for issuing licenses based on the verification and approval of the agriculture and forestry. The timber, non-timber forest product, including plants and wild animals, was listed in CITES of Lao PDR Unit ( Department of Forestry).
- The export of planting timbers to foreign countries must follow the procedure specified in the instructions on the export of planting timber, No. 0981/MOIC, dated 19 October 2021, by following the form MOIC 02 until a new legislation is amended to replace it.
- The export of natural timber products to foreign countries must follow the procedures specified in the instructions on the export of natural timber, No. 0332/MOIC, dated 22 March 2022, by following the form MOIC 01 until there is an amendment of the new legislation to replace it.
- Both departments will report to their leaders for seeking direction and supervise at the local level to implement the Minutes uniformly throughout the country until the legislation is revised in the future.
This Minutes will be a reference for the implementation.
