At present, many countries in the world increase the technical application to prevent the pests from other countries to spread the infestation in crop culture inside the country by using the phytosanitary measures.

In respect to transportation of pest risk contaminated material in particular wood packaging material or wood container should be strictly controlled by phytosanitary measures prescribed by IPPC.

Therefore, to facilitate trade and to comply with regulatory requirements of phytosanitary and import procedures, the Department of Agriculture has informed some necessary information on approved measures associated with wood packaging material as followed:

  1. Countries have required import control of regulated wood packaging materials and forest products include:  Argentina [ARG], Australia [AUS], Belgium [BEL], Canada [CAN], Chile [CHL], China [CHN], Colombia [COL], Costa Rica [CRI], Czech Republic [CZE], Denmark [DNK], Estonia [EST], Finland [FIN], France [FRA], Germany [DEU], Greece [GRC], Hungary [HUN], India [IND], Japan [JPN], Korea, Republic of [KOR], Latvia [LVA], Malaysia [MYS], Netherlands [NLD], Peru [PER], Poland [POL], Spain [ESP], Tunisia [TUN], United Kingdom [GBR], United States of America [USA].
  2. Regulated wood packaging materials and wood products compose of flooring, pallets, wooden case, crates, cable drums….

The above mentioned wood packaging materials and wood products exclude the following:

  • Wood packaging material and wood products with thickness less than 6 mm.
  • Processed wood products: Plywood, Veneer, particle board, oriented , oriented strand board or veneer that has been created using glue, heat or pressure
  • Gift boxes for wine tank, bottles cork, cigars and other wooden commodities have been processed and treated are pest free.
  • Saw wood, wood sharing, wood wool
  • Permanent wood products attached to the transport means or container.
  1. Target pests infested in controlled materials are: Bark borer Anobiidae, insect family Bostrichidae,Buprestidae, Stem borer, Cerambycidae, Curculionidae, order Isotera, family Lyctidae, Scolitidae, Siricidae.
  2. Procedures used before exporting wood packaging material and wood products
  • Based on International standard of Phytosanitary measure No.15, The National Plant Protection Organization should be treated or fumigated by methyl bromide and heat treatment and stamped on the wood.
  1. Individual or organization wants to fumigation or heat treatment should follow the technical note of  Department of Agriculture No.053/ Agri06 dated 23/1/2006 and register with the Department of Agriculture which is the representative of the National Plant Protection Organization.
  • For exporters, who need to treat regulated wood packaging material and wood products, Please contact Department of Agriculture to get information about the registered companies.
  1. The information in this notice serves as the basis of application; however in any actual case of export, the owner should contact the Department of Agriculture for complete detailed advice of transit and import countries requirements.
  2. The Agriculture sector has the responsibility to disseminate this notice to the party concerned, should any difficulty or problem arising please report to the Department of Agriculture.

Therefore, the Department of Agriculture issues this notice and request relevant parties to implement this notice efficiently.
