Lao PDR is a full member of the WTO and, as such, has to address the implementation of related regulations, in particular, Sanitary and Phytosanitary Measures (SPS). Currently, Lao PDR’s trading partners, namely Thailand, have increased the strictness of regulation enforcement. Therefore, The Department of Agriculture, Ministry of Agriculture and Forestry has issued Instruction No. 1219/DOP, dated 12 August 2013, on Sanitary and Phytosanitary Measures (SPS) for Thailand on the import and transit of certain important vegetal products from Lao PDR, in order to facilitate and ensure that the safety of exports of agricultural products from Lao PDR to Thailand accurately complies with Thailand’s importing measures.   

The export of vegetables from Lao PDR to Thailand and transit though Thailand to a third country is required to undergo inspection and certification from the plant protection authority, following the Minister’s Decree No 0837/MOAF, dated 3 April 2013, and Instruction by the Department of Agriculture No. 1077/DOP, dated 30 September 2013, and should comply with Thailand’s Sanitary and Phytosanitary Measures (SPS) requirements as described in the table, which can be obtained from the website www.doa.go.th/ard/ of the office that controls plantations and  agricultural substances in Thailand, as well as the International Plant Protection Convention websitehttps://www.ippc.int/ and the World Trade Organization website www.wto.org .
