Vientiane Capital is the first province that has started providing the service of document registration related to import-export procedures at an international border check point. The Vientiane Capital Governor Office, Vientiane Capital Financial Department has issued an instruction on document registration No. 04/DOF.VC, dated 24 June 2013. The offices based at the International Border Check points of Thanaleng and first Friendship Bridge have been providing document registration for import-export and onward distribution of goods since the 1st July 2013. In the light of actual implementation, there have been some complaints from entrepreneurs in the business sector who claim that it is an additional procedure, delaying the release of the goods for import-export, creating difficulties for the entrepreneur in conducting business and creating disadvantage. Therefore, the Government Office acknowledges the importance of the issue and has asked related sectors to carry out a rapid review of the instruction on document registration and requiring the termination of anything that may be found to contravene the regulation, in order to protect the benefit of entrepreneurs and also ensure the speedy and transparency of the service.
