On 26 September 2013, in Beijing, Republic of China, the governments of Lao PDR and the Republic of China exchanged views and reached a consensus on Phytosanitary Requirements for the Export of watermelons, bananas and cassava from Laos to China. This is the first achievement of the preparation of the agricultural and forestry products sector of Laos for export to China. However, Lao PDR still has potential for various other agricultural products to be exported to China. Therefore, in line with the collaboration and all-round strategic partnership between Lao PDR and the Republic of China, the Government of Lao PDR is aiming at the possibility of extending the MOU on Phytosanitary Requirements for the export of agricultural products from Lao PDR to China. On 11 October 2013 the Ministry of Agriculture and Forestry asked the office of the Counsellor, Economic and Commercial Affairs of China to Lao PDR for assistance in coordinating the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) of China for the purpose of signing a supplementary MOU on Phytosanitary Requirements for the Export of Rice from Lao PDR to China. This is because rice is the main agricultural product of Lao farmers and it is a key factor in providing potential earnings for Lao farmers. Lao PDR, recognizing its importance, is planning to sign the MOU to agree on the terms for technical consultation and the recommendations of the Government of Lao PDR. The signing of this MOU will be beneficial for Lao PDR to open the market for export of rice to China by introducing clear and transparent requirements in order to facilitate exports from Lao PDR. However, Lao farmers need to ensure that rice from Lao PDR meets the export quality because as this is the key factor for making the final decision.
