In order to strengthen the management of forestry resources and to ensure that collection of fiscal revenue is complete, accurate and compliant with regulations, the Department of state asset management has issued instruction No. 0094/MoF.DoSAM, dated 22 October 2013 in order to implement the Ministerial Decree of the Ministry of Finance No. 1765/MoF, dated 4 July 2013 on addressing the management of wood exports in order to collect fiscal revenue accurately, completely and in a timely manner. This Instruction appoints the Office of State Asset Management to manage and coordinate with the relevant government authorities on the inspection of all types of timber that are authorized for exporting as follows: before exporting wood, in order to oversee that permission has been received from the relevant authorities, the entrepreneur must notify the State Asset Management officer in collaboration with the Industry and Commerce sector and Agriculture and Forestry sector so that they can carry out a physical inspection of the wood, review the handover of timber obligations and handover tax and inspect the purchase agreement between the seller and the buyer abroad, monitor the timber being loaded onto the truck for transport abroad, inspect that the amount, quantity and type of wood conform with what is described in the document. Furthermore, as well as the documents provided by the relevant authorities for the no objection to the movement of wood abroad, an additional document is also required from the State Asset Management Sector. If this document is not included the export will not be approved.
