The certificate of origin that receives a trade preference is to certify that the goods have been produced or transited for production in Lao PDR. Therefore, in order to ensure implementation in conformance with the requirements for certification of origin by the country that provides the trade preference, and also in order to promote production and exports of Lao products under the trade preference, help the task of implementing the certificate of origin county-wide and in order to comply with regulations and international obligations that Lao PDR has signed up to the Ministry of Industry and Commerce has issued an instruction on the certificate of origin for goods that receive trade preferences, No. 2386/MOIC.DIMEX, dated 23 December 2013 as detailed below:
- Request confirmation of product eligibility for referencing on application for the certificate of origin;
- The application for a certificate of origin that received the trade preferences falls into 3 cases: standard case, the case of a certificate of origin having been lost, stolen or destroyed and the case of amended information on the certificate of origin;
- The procedure for application of a certificate of origin, notification of the information about the person who certified the certificate of origin (Producer, exporter or authorized representative), purchase the form, filling in of the form and filling in of the numbers on the certificate of origin;
- The authorities authorized to issue a certificate of origin include: 1. the Department of Import and Export, 2. the office of Industry and Commerce at the provinces, in the capital and in the special economy zones, the National Chamber of Industry and Commerce and the office the of Chamber of Industry and Commerce at the provinces or other sectors that have been authorized;
- Rights and roles of authority to issue the certificate of origin and of the applicant for a certificate of origin for trade preferences.
