NOTIFICATION

        To:   Executive Directors of Mining Companies in Lao PDR

Subject:  Export Licensing Procedures for finished and semi-finished mines to be distributed in domestic market and abroad [export]

  • Pursuant to the Law on Mines, Ref.N. 02/NA, dated 20/12/2011;
  • Pursuant to the Decision on the Import and Export Licensing Procedures for mines and mining products, Ref. N. 0352/MEM, dated 13/3/2012.
  • Pursuant to the Decision of Minister of Energy and Mines on the Selling-Buying mines [ores] and mining products, Ref. N. 0481/MEM, dated 20/04/2012.

The Department of Mines would like to inform the investors operating a mining business throughout the country that in order to faciliate the management, monitoring and inspection with respect to the production-distribution and fulfilment of financial obligations to the Government, the Department of Mines proposes that the investors shall submit documents for an export license each time as detailed as follows:

  1. Letter of request or proposal
  2. Concession Agreement signed with the Government of Lao PDR
  3. Investment license for either domestic or foreign investment
  4. Concession registration certificate
  5. Business registration certificate
  6. Approval letter on mining exploration
  7. Approval letter on factory operation [processing factory]
  8. Tax payment certificate with receipts
  9. Sale contract for minerals [ores] with customers
  10. Results of testing [examining] minerals [ores] from the company, buyers and the Government
  11. Production [processing] layout of the mining factory.

Therefore, this is to inform you and request that you implement accordingly.
