NOTIFICATION
To: Executive Directors of Mining Companies in Lao PDR
Subject: Export Licensing Procedures for finished and semi-finished mines to be distributed in domestic market and abroad [export]
- Pursuant to the Law on Mines, Ref.N. 02/NA, dated 20/12/2011;
- Pursuant to the Decision on the Import and Export Licensing Procedures for mines and mining products, Ref. N. 0352/MEM, dated 13/3/2012.
- Pursuant to the Decision of Minister of Energy and Mines on the Selling-Buying mines [ores] and mining products, Ref. N. 0481/MEM, dated 20/04/2012.
The Department of Mines would like to inform the investors operating a mining business throughout the country that in order to faciliate the management, monitoring and inspection with respect to the production-distribution and fulfilment of financial obligations to the Government, the Department of Mines proposes that the investors shall submit documents for an export license each time as detailed as follows:
- Letter of request or proposal
- Concession Agreement signed with the Government of Lao PDR
- Investment license for either domestic or foreign investment
- Concession registration certificate
- Business registration certificate
- Approval letter on mining exploration
- Approval letter on factory operation [processing factory]
- Tax payment certificate with receipts
- Sale contract for minerals [ores] with customers
- Results of testing [examining] minerals [ores] from the company, buyers and the Government
- Production [processing] layout of the mining factory.
Therefore, this is to inform you and request that you implement accordingly.
