To manage the use of vehicles by diplomats and international experts in Lao PDR in accordance with regulations and the law of Lao PDR and international regulations of which Lao is party, the Prime Minister has issued a decree on the special priority and privileges for diplomatic vehicle for use in Lao PDR No. 50/PM, dated 1 April 2014. The decree provides no objection for the import of vehicles for diplomats, diplomatic assistants and international experts in Lao PDR for their temporary personal use with an engine size not exceeding 2,500cc. The cars will be exempt from import duty/tax during their assignment in Lao PDR. The import of cars is administrated centrally at the Ministry of Foreign Affairs and a request for an import permit and duty-tax exemption for temporary import, using of number plate and vehicle boarding pass for diplomatic car should be submitted to them. A car can be sold, transferred to an individual person or other organizations in Laos when it has been used for 3 years or the car owner ends his/her duty in Lao PDR. However, buyers in Lao must to pay duty-tax and other exiting fees completely as per the regulations of Lao PDR. To do this the buyer must seek guidance from the Ministry of Industry and Commerce, the Ministry of Finance, the Ministry of Security, the Ministry of Public Works and Transport and other parties involved.
