The workshop on “How to certify the rule of origin for preferential goods of Lao PDR” was organized on 10-11 July 2014 at the Mercure Hotel Vientiane Capital. The meeting was chaired by Ms. Banesaty Thepphavong, director general of Department of Import and Export. There were 47 participants from various sectors, including Department of Industry and Commerce in Vientiane Capital and nine other provinces, the National Industry and Commerce Association and its branches around the country, and Nongthong-Vientiane industrial and trade zone came to join this workshop.
The purpose of this workshop is to introduce the method to certify the rule of origin for preferential goods of Lao PDR to the Lao officers who manage and issue the certification of origin to understand in order to be able to implement the task of issuing certification of origin of the Department of Industry and Commerce and the Association of Industry and Commerce of provinces and Vientiane Capital flexibly, to facilitate the private sectors in the country and to get ready to join the AEC in 2015.
The presenter of this workshop came from the Certification of Origin Division, Department of Import and Export, who have worked closely with the issuance of certification of origin for preferential goods in various ways, including two sides, the regional, and international level. This workshop is different from the past because it got deepen into the implementation of the from CO in various areas with the detail examples, especially the forms which are authorized for the Capital and provincial Department of Industry and Commerce and private sectors to issue. At the same time, trainees were divided into groups to work on the exercises to strengthen their skills and to understand clearly on certifying rule of origin for preferential goods.
Besides the training and the exercises in class, all the participants were taken to a study tour at Three O Lao Com. Ltd, which is one of the biggest textile export companies in Lao PDR, established in 1996. Currently, there are 2,500 employees, and its main market is the EU. Participants also had a chance to see to actual processing of the company, such as bringing in raw materials to the actual processing step by step in the company.
This workshop was turned into a good result and was able to complete the set goal, such as all the participants could understand how to issue the certification of origin for goods.
