Subject: Assign the Department of Industry and Commerce at Provincial, Vientiane Capital to monitor and issue the import license for direct use vehicle
- Pursuant to the Discipline for managing the importation and distribution vehicle no. 0105/MOC.FD, dated 12th October 2002;
- Pursuant to the Notice on the list subject to import and export no.1376/MOCI.DIMEX, dated 10th October 2006;
- Pursuant to the Notice of the Committee on planning and domestic-foreign investment no. 364/PIC.PSO, dated 17th March 2006 about the authorization of import of raw material, equipment, machine and vehicle for domestic and foreign investment company
Ministry of Industry and Commerce would like to inform that in order to promote the investment and improve the import and export procedure to be easy and conform with the actual situation, so the Ministry informs you to follow the following order:
1. The Department of Industry and Commerce at Provincial, Vientiane Capital shall responsible and authorize the importation of Direct use vehicle that received the 1% duties-taxes reduction policy or duties-taxes exemption from the Committee on planning and domestic-foreign investment at provincial or Vientiane capital. The direct use vehicle are: Dump truck, Truck, Dozers, Grader, Excavator, Trailer, Roller, Cargo Truck, Bus with more than 16 seats, all kind of tractor, Water truck, Oil tank truck, Asphalt spray truck, Ambulance, Firefighter Car and other kind of vehicle that serve for direct use.
2. Issuance principles: the issuance shall follow the form that attached herewith, 6 copies (2 copies for record and 4 copies for importer). One (1) set of license can import many cars. The documents comprised: enterprise registration certificate, invoice, approval letter from the committee on planning and domestic-foreign investment at provincial, Vientiane capital.
3. The importation shall only import through the official international checkpoint
4. Fees related to the import service: importer shall pay the fees for license to the licensing authority for the amount of 7.000 LAK per license only. There shall no be other additional fees or charges.
5. Report on the importation: the Department of Industry and Commerce at Provincial, Vientiane Capital shall report about the importation of vehicle according tot the report form that attached herewith to the Department of Import and Export every week.
6. Attention: the issuance shall authorize only the vehicle that will import for direct use as the above mentioned point no.1. It is prohibited to authorize the service vehicles as follow: car, pick up, jeep, van with the seats below 15 seats, motorbike and spare parts of all kind of vehicles.
7. The Department of Import and Export shall guide the Department of Industry and Commerce at provincial, Vientiane capital to implement, in order to avoid the mistake and promptly solve the difficulties.
8. This notification shall enter into force from 1st of January 2007.
