Subject: Revised Form AJ for utilizing Certificate of Origin
- Pursuant to memorandum of Commission meeting of issuing the Certificate of Origin ASEAN-Japan, round IX, dated 18-21 March 2014 for the agreement to revised FORM AJ.
The Permanent secretariat Office of Ministry of Industry and Commerce issues a notification that a revision FORM AJ can be used, starting from 1st October 2014 (Under Free Trade ASEAN-Japan Agreement). The revision is in Box 9 for the sentences “Quantity (gross or net weight or other quantity) and value, e.g. FOB if required by exporting Party” to “Gross weight or other quantity and value (FOB) only when RVC criteria is used” and added elaboration for another box into black page of the FORM as “FREE-ON-BOARD (FOB) VALUE: the FOB value in Box 9 shall be reflected only when the Regional Value Content is applied in determining the origin of goods. The CO (Form AJ) issued to and from Cambodia and Myanmar shall reflect the FOB value, regardless of the origin criteria used. For the next two (2) years upon the implementation of this new arrangement”
Current AJ Form shall be use in parallel with revised revision within 6 months or until 31 March 2015, the revised revision will be effective from 1st April 2015 onward. Hence, the authorities should not demand print out Form AJ that are using at the current stage for various amounts in order to save the government budget.
Therefore, this official letter is notified to be altogether implemented as well as this must to inform relevant authorities and comply with the notice on time.
