Ministerial Order on
Inspection and administration of animal feed quality
For the attention of: The Heads of Department of Agriculture and Forestry Offices at Provincial level and in the Capital, animal feed company, animal feed manufacturing company and animal feed processing company.
- Pursuant to article 52 on fertilizers and animal feed of the Planting Law No 01/98/NA, dated 10 October, 1998;
- Pursuant to the Prime Ministerial Decree on roles and functions of Ministry of Agriculture and Forestry, No. 89/PM, dated 22 June 1999;
- Pursuant to Ministerial agreement on the implementation of animal feed standard and recipe handbook No. 0380/MoAF.2001, dated 14 May 2001.
From 1998 – 2003, livestock and fishery business has expanded and evolved from natural production to managerial production or industrial production gradually, particularly, pig, duck, chicken eggs, chicken, quail and fish cage culture which increased the demand of livestock and fishery feed. In 2003, feed demand increased to 24,000 – 25,000 tons including import and local supply. In order to respond to this high demand and minimize feed import, this was a good opportunity to encourage domestic feed production to improve their quality and quantity to contribute to the fisheries and animal farming for domestic consumption and export.
The Minister of Agriculture and Forestry issues order as follows:
1. The Department of Agriculture and Forestry at Provincial level and in the Capital shall guide the Livestock and Fishery Sector to collaborate with relevant agencies at the local level to promote, disseminate and train animal feed related companies such as animal feed manufacturers and animal feed processing companies, distributors, animal feed import – export companies to enhance their awareness on social responsibilities and the quality of their products as defined in the animal feed standard and recipe handbook.
2. The Livestock and Fishery Sector monitors, inspects and collects samples of animal feed for import and export for examination at the national animal feed laboratory, Department of Livestock and Fishery to certify that feed meet with the standards and regulations set by the Ministry of Agriculture and Forestry.
3. Entrepreneurs shall facilitate the monitoring and inspection of the officers and authorities by providing related document and samples of the animal feed and pay monitoring and animal feed quality examination fee.
4. Entrepreneurs shall comply with the animal feeds monitoring and quality control regulations set by the Ministry of Agriculture and Forestry. It is prohibited to use raw materials, which have deteriorated or not meeting the standards of Lao PDR, or to mix other materials, chemical contaminants, anti-biotic substances, stimulants and other biological contaminants into feed processing. Further, import and distribute animal feed in deteriorated, disqualified/without trademark and without quality certificate are also prohibited from into Lao PDR.
5. If the animal feed which has been distributed in the market is proved and certified by the National animal feed laboratory that it caused damage to farmers, the owner of the feed shall be responsible for the damage it caused.
6. Department of Livestock and Fishery monitors, examines and issues the quality certificates of animal feed produced, processed and distributed and registers animal feed recipe of the domestic entrepreneurs.
7. Any individuals and organizations violating this order shall be warned, fined and punished as prescribed in the related regulations.
Therefore, this order shall be implemented strictly.
