Notification

For the attention of Customs Check Points, Customs Control Units throughout the country.
Subject: the Control of Exportation of finished and semi-finished wooden product 

-    Pursuant to the Customs Law No. 04/NA, dated on 20 December 2011;
-    Pursuant to the notification of the Government Office No. 1360/GoL.ED, dated on 18 August 2015 and No 1732/ GoL, dated 16 October 2015.
-    Pursuant to the Decision of Minister of Industry and Commerce No. 2005/MOIC.DIH, dated on 28 September 2015 on wooden products.

     It has been observed that the Customs Border Checkpoints have accountably implemented thd Customs Department’s Notification No. 0403/CD, dated 26 November 2009 and the Additional Notification No.1324/CD regarding the control of timber exportation as a result the exportation of timber has been facilitated as well as controlled in harmonized manner across the country.

     In order to simplify Customs declaration procedure and to be in consistence with regulations issued by related agencies especially the Additional Order of Ministry of Industry and Commerce No. 2156/MoIC.DIMEX, dated 19 October 2015 on the Exportation of semi-finished wooden products,

Customs Department hereby issues a notification as follows:

1.  The exporter of finished wooden products purchased at the Trade Fair or local shops shall be certified by the Trade Fair organizers or obtaining an official tax receipt and present them with Customs declaration documents to authorities at the exporting checkpoint.

     The domestic wood processing factories intending to export finished wooden products shall constantly implement No. 0403/CD, dated 26 November 2009. The exportation of finished wooden products is free from export royalties.

2.  Customs Department stops issuing official order to authorize each consignment of exportation of semi-finished wooden products according to Notification No. 1324/CD, dated 23 April 2010. Thus, the international checkpoints where the products are exported shall strictly examine export related documents such as the export permit issued by related agencies attached, source, , volumes  and specification wooden products as defined in Decision of Ministry of Industry and Commerce, No. 2005/MoIC.DIH, dated 28 September 2015 on wooden products.

     The exportation of semi-finished wooden products are subject to the collection of export royalties.

3.  The export of logs (round wood), square logs, roots, stumps and branches shall strictly follow Notification No. 1324/CD, dated 23 April 2010.

4.  Customs Department, Customs border checkpoints and Customs Control Units at provincial level and Capital shall implement this notification strictly and effectively. Any difficulties shall be reported to Customs Department for guidance.

5.  The notification shall be effective from the date of signature.
