In order to enhance strictness on the management of forestry, timber business, timber exploitation, timber processing and sale-purchase of timbers in compliance with laws and regulations as well as to intercept and resolve forestry issues, the Prime Minister of the Lao PDR issued an Order No. 15/PM, dated 13 May 2016. It specifies to strictly cease the export of timbers exploited from natural forest and timbers shall be processed as finished wooden product according to standards issued by Ministry of Industry and Commerce before export.

As to pay attention to such implementation, the Prime Minister’s office had issued a Notification No. 1345/PMO.DS dated 7 September 2016 specifies that the central task force committee shall coordinate with provincial committee to strictly inspect for illegal timber exploitation, timbers exploited exceeding quotas, and timbers exploited in prohibited area shall be seized as government’s property.

In respond to the auction of the government’s seized timbers, Ministry of Industry and Commerce had issued an Instruction on the auction of the government’s seized timbers nationwide No. 2071/MOIC.DIMEX, dated 14 November 2016 to the Provincials and Vientiane Capital Director of Industry and Commerce for the united and serve as reference to the implementation. The instruction suggests: 1) The Provincials and Vientiane Capital Department of Industry and Commerce shall coordinate with assigned seized timbers auction committee  nationwide to evaluate condition and quality of seized timber; 2) The auction of the government’s seized timber shall be advertised widely nationwide through medias; 3) Requirements of bidders and auction procedure shall base on Purchase-Sale Regulation No. 1726/MOIC.DIMEX dated 23 August 2012; 4) Bidding price consist of 3 methods to be used according to actual circumstances; 5) Auction tax shall be handled to the government; 6) Timbers for auction shall have registered as state property with finance sector and jointly signed with relevant sectors; 7) Costs arising from the seize, maintaining, the auction and others are permitted to deduct from bidding; 8) In case any difficulty is found, the authority shall report to the upper management to resolve the problem on timely manner; 9) Once the auction is completed, the auction committee shall report the result to the ministry’s management for acknowledgement.

Provinces those are ready to implement the auction of the government’s seized timbers can start the procession instantly.
