According to the Notification on temporary measures to import heavy transport trucks, No.2009/DIMEX, date 14 June 2021 that mention for an important note as details as below:
1. Importers who wish to import specific types of machinery as trucks as specified in the Instruction of the Department of Transportation No. 13997/DT, dated 23 August 2012. The specific types are necessary to apply for a technical license for importing and registering vehicles in Lao PDR with the Department of Transport, Ministry of Public Works and Transport to inspect and certify that such vehicles have never been registered in Lao PDR before, and then apply for import and export licenses and import and export documents. These trucks are: tractors, wheels, dump, cargo, refeer, utility, lorry grane, oil tank, water, concrete mixer, fire, dry van, dump trailer, tank trailer, float trailer, flatted trailer and low bed trailer.
2. Importing all types of used vehicles from abroad to change the license plate in Lao PDR, the importer must attach a license plate from the country of origin at all times to be considered.
3. The documents used to apply for import licenses, especially invoices, packing invoices or CO certificates of origin, must be certified and verifiable issued by the legal company / factory or unit. The Department of Import and Export will deny the issuance of import licenses if the documents cannot be verified.
4. Importers and exporters of vehicles which were licensed to operate before 2021 must immediately submit relevant documents with the Department of Import and Export no later than June 30, 2021. If the deadline has passed but the company has not yet submitted the documents, the Department of Import and Export will temporarily suspend operations and the issuance of import licenses.
