Ministry of Industry and Commerce (MoIC) issues Decision on the import and export of rough diamond No. 0224/MoIC.DIMEX, dated 8 February 2016. It defines procedures and documentations in order to get permission for the import-export of rough diamond as followings:
1.) For the import of rough diamond, importers are required to submit following documents to rough diamond import-export authority:
- Request to import rough diamond;
- Copy of Enterprise Registration and Annual Tax Payment Certificate;
- Kimberly Process Certificate;
- Shipping note.
After receiving request to import rough diamond and attachments, Import and Export Authority will consider to issue Import Permission immediately or not exceeding 10 working days after fully and correctly receive the documents. Rough Diamond Import Permission is valid for 60 days after the date of its issued.
2.) The export of rough diamond, exporters are required to submit following documents to rough diamond import-export authority:
- Request to export rough diamond;
- Request for Kimberly Process Certificate;
- Copy of previous import certificate;
- Copy of Enterprise Registration and Annual Tax Payment Certificate;
- Invoice and packing list;
After receiving Request to export rough diamond, Request for Kimberly Process Certificate, Import and Export Authority will consider to issue Export Permission and Kimberly Process Certificate immediately or not exceeding 10 working days after fully and correctly receive the documents. Rough Diamond Export Permission is valid for 60 days after the date of its issued.
The decision becomes effective 15 days after publishing on Lao Official Gazette or 17 February 2016. This decision is replaced the Notification of the Minister of Industry and Commerce on the import and export of raw diamond (rough diamond) No. 0558/MoIC. FTPD, dated 03 June 2003.
