Decision

On Endorsement of the List of the Timber Products for Export

 

• Pursuant to the Decree on the Organization and Operations of the Ministry of Industry and Commerce, No. 230/PM, dated 24 July 2017;
• Pursuant to the Prime Minister's order on increasing strictness in the management and inspection of timber harvesting, moving timber, and timber business, No. 15/PM, dated 13 May 2016;
• Pursuant to the notification of the Prime Minister’s Office on the instruction for improving the legislation in implementing mechanism and income collection of timber and timber products, No. 885/PMO, dated 28 July 2021.

 

The Minister of Industry and Commerce issued a decision:

 

Article 1 The Endorsement of the list of timber products for export

The Ministry of Industry and Commerce agreed to endorse the list of timber products for export as follows

1. List of planting timber products for export (Annex 1);
2. List of natural timber products for export, timber on the list I, II, and III (Annex 2);
3. List of rattan and bamboo wood products for export (Annex 3);
4. List of natural timber product, in particular timber on the list II and III (Annex 4).

 

Article 2 The determination of timber list I, II, and III

The determination of timber list I, II, and III shall comply with the decision of the Ministry of Agriculture and Forestry regarding to the determination of timber list I, II, and III, No. 0448/MOAF, dated 06 April 2021.

 

Article 3 Royalty fee collection and export procedures

Royalty fee collection from exporting timber products shall comply with the Prime Minister’s Office notification, No. 885/PMO, dated 28 July 2021 as the details as follows:

1. The export of semi-finished timber products, including furniture parts, such as table legs, chair legs, etc., as specified in this decision’s Annexes 2 and 4 shall be subject to a royalty fee of 15%.
2. The export of sawn timber (lumber, plain sawn, and pinewood) shall comply with the government's specific notification.

The procedures for exporting timber and timber products are defined in separate regulations.

 

Article 4 Implementation

The Department of Industry and Handicrafts and the Department of Import and Export shall disseminate this decision to relevant agencies and the Provincial/Vientiane Division of Industry and Commerce. In addition, the Provincial/Vientiane Division of Industry and Commerce shall cooperate with relevant sectors for implementing this decision strictly.

 

Article 5 Effectiveness

This decision is effective after fifteen days of signature and publication on the Lao Official Gazette.

This decision replaces the decision on endorsement of exporting timber list, No. 0939/MOIC.DIH, dated 01 August 2019.
